我是加拿大安大略省的认证翻译，所属的机构是ATIO，即Association of Translation & Interpretation of Ontario（安省笔译和口译协会）。时常有客户咨询，我出具的翻译件和宣誓陈述书（Affidavit Certification）有何不同。这个问题不是一句两句能说清楚的，正好找到一篇讲得比较详细的文章，我在此分享一下。
When it comes to translation services in Canada, particularly for official documents, it is essential to understand the difference between an Affidavit Certification and ATIO Certification. Both serve to authenticate translated documents but are distinct in their processes, requirements, and legal recognition. 在加拿大办理公务，经常会遇到需要提供官方文件的情形，对于来自异国他乡的文书，加拿大相关当局通常要求提供翻译件。一般而言，有两种文书能够得到认可，一是宣誓陈述书，一是ATIO认证的翻译件。
What is an Affidavit Certification?何为宣誓陈述书？
An affidavit certification involves a translator swearing before a notary public or commissioner of oaths that the translation they have provided is accurate and true to the best of their knowledge. The key steps in this process include: 译员需在一个公证人处宣誓其提交的翻译件是正确且真实的
1. Translation of the Document: The translator first completes the translation.译员首先将文件翻译出来。
2. Swearing an Oath: The translator then signs with a commissioner of oaths or notary public, affirming that the translation is accurate and complete. 宣誓：译员在公证人处签署宣誓文件，确认其提供的翻译件是准确且完备的。
3. Affidavit of Certification: The notary or commissioner certifies this oath with a stamp or seal, producing a document that confirms the translator’s sworn statement.公证人在宣誓文件上签章，确认译员做出了此宣誓。
This certification does not validate the translator’s qualifications or the quality of the translation; it only confirms that the translator believes their work to be accurate. Affidavit-certified translations are often accepted by the Immigration Consultants of Canada Regulatory Council (ICCRC), requirements of certain legal or governmental bodies. 公证人的认证并非确定译员的资格或翻译的质量，仅确认“该译员相信其出具的材料是准确的”。宣誓书被加拿大移民顾问监管委员会和其他政府机关认可。
What is ATIO Certification? 何为ATIO认证翻译？
The Association of Translators and Interpreters of Ontario (ATIO) is a professional organization responsible for certifying translators in Ontario. ATIO certification guarantees that the translator has met specific qualifications and standards. Here’s what ATIO certification entails: 安省笔译和口译协会是一家专业的认证机构，负责对安省的译员资质进行认证，其认证可以确保翻译达到专业的资格和标准。
1. Professional Standards: ATIO-certified translators must pass rigorous exams or meet established criteria proving their expertise in both the source and target languages. ATIO认证的翻译须经过严格的考试或达到既定标准以证明其符合专业标准，以将源文书翻译成目标文书。
2. Legal Recognition: In Ontario, and many other regions of Canada, ATIO-certified translations are legally recognized and accepted by courts, government agencies, and educational institutions without the need for further certification. 法律认可：在安省及加拿大其他大部分省份，ATIO认证的翻译件是法律认可并被法庭、政府机构、教育机构接受的，无须再进一步认证。

Key Differences Between Affidavit Certification and ATIO Certification 二者主要区分
Use Cases: Affidavit-certified translations might be suitable for Immigration Purposes, College, Business documents or organizations with less stringent requirements. In contrast, ATIO-certified translations are mandatory for Drive Tests, Provincial Nominee Programs, Court , Marriage, Skilled Trades, Professional Licensing Boards such as the Canadian Nurses Association or the Professional Engineers Ontario, and other official purposes.宣誓陈述书适合移民文件、申学文件以及商业文书等对于翻译质量要求不那么苛刻的情形；而ATIO的翻译件对于如下情形是必须的：驾驶考试、省提名项目、法庭文书、婚姻文书、技能文书、专业认证组织（如加拿大护士协会、工程师协会及其他官方组织）
最后总结一下：宣誓陈述书和ATIO的认证翻译件都能得到相关部门的认可，但ATIO的认可范围更广。其他需要考虑的就是收费和出具文书的时间了。
